Los gobiernos regionales en el marco del proceso de descentralización, tiene por finalidad esencial fomentar el desarrollo regional integral sostenible, promoviendo la inversión pública y privada y el empleo, garantizando el ejercicio pleno de los derechos y la igualdad de oportunidades de sus habitantes, de acuerdo con los planes y programas nacionales, regionales y locales de desarrollo.
Como parte de la modernización de la gestión en la entidad, corresponde incorporar el “marco de gobernanza del gobierno digital para la adecuada gestión de la identidad digital, servicios digitales, arquitectura digital, interoperabilidad, seguridad digital y datos, así como el régimen jurídico aplicable al uso transversal de tecnologías digitales en la digitalización de procesos y prestación de servicios digitales”
